KCG is seeking to hire multiple qualified Navy Lessons Learned Analysts to perform tasking associated with the Navy Lessons Learned Program (NLLP) at the C3F fleet site location in San Diego,California.
Responsibilities include:
- Provide subject matter expertise to assist fleet in the execution of their lessons learned duties and responsibilities in accordance with OPNAV Instruction 3500.37D CH-1 “Navy Lessons Learned Program” and fleet lessons learned policy.
- Review message traffic, staff email, fleet online portals and other operational data archives for lessons learned reports, post exercise reports, after action reports, post deployment briefs, operational situation reports, training readiness reports, safety mishap reports, and equipment casualty reports, to include supporting documentation in any electronic format, in order to extract, condense and summarize lessons learned, observations and recommendations, and best practices from operational and tactical issues and procedures. Format relevant content, validate with fleet staff, and load into JLLIS.
- Attend fleet staff meetings, pre-deployment training briefs, post deployment briefs, and other conferences, seminars, workshops, or meetings in the fleet area of operations (AO), to include collecting supporting information from subject matter experts and documentation in any electronic format, in order to extract, condense, and summarize lessons learned and best practices from operational and tactical issues and procedures. Format inputs, validate with fleet staff, and load into JLLIS.
- Serve as fleet tier Command Lesson Manager (CLM) in NLLIS. Validate submitted command observations and recommendations with appropriate staff members. Review all entries in JLLIS for correctness, continued applicability, navy tasks (NTA) and analysis as required. Manage all online content to include unstructured records in fleet data repository and fleet communities of practice.
Minimum Requirements:
- Minimum of six to ten years of naval military experience, including at least three years of experience in an operational level staff (numbered fleet command or higher)
- Working knowledge of the joint and Navy lessons learned programs, and fleet experimentation program
- Knowledge of U.S. Navy and joint administrative and operational command and control structures, command relationships, and interrelationships
- Knowledge of naval Services warfare objectives, operations, concepts, and doctrine (e.g., joint publications and Naval Warfare Publications)
- Knowledge of naval war fighting priorities and capabilities, and familiarity with major weapons systems as applied to naval and joint operations
- Superior communications skills (oral and written), high degree of tact, diplomacy, sound judgement, and the ability to work closely with senior military and civilian personnel is required.
- Must be able to work independently and in a team environment, and maintain positive working relationships internal and external to the command.
- Expertise in the use of personal computers and application software
- Expertise in Microsoft Office programs, including Word, Excel, and PowerPoint
